(a) 
The governing body of the city shall consist of five councilmembers, to be elected from five designated wards of approximately equal population, and one mayor, to be elected at large.
(b) 
The boundaries of the five wards for the governing body of the city shall be as follows:
(1) 
Ward One.
Commencing at the north city limit where it meets the midline of Avenue M; thence south along the midline of Avenue M to the intersection of West 11th Street; thence east along the midline of West 11th Street to the west ROW line of the Santa Fe Railway (Reservation 3); thence southerly along the railroad ROW west line to East Main street; thence east along the midline of East Main Street to the east city limit; and then northerly and westerly along the city limit to the beginning point.
(2) 
Ward Two.
Commencing at the intersection of the east city limit and the midline of East Main Street; thence southerly and westerly along the city limit to the centerline of FM 669, formerly FM 1313, on the south city limit; thence northerly along the midline of FM 669, formerly FM 1313, to the midline of West 3rd Street; thence west to the intersection of the midline of South Avenue N; thence north along such midline to the midline of West 5th Street; thence east along the midline of West 5th Street to the midline of South Avenue M; thence north along such midline to the midline of West 11th Street; thence east along such midline to the west ROW of the Santa Fe Railroad; thence southerly to East Main Street; thence east along the southern boundary of Ward One to the beginning point.
(3) 
Ward Three.
Commencing at the intersection of the midline of FM 669, formerly FM 1313, and the south city limit; thence westerly and northerly along such city limit to the midline of U.S. 380 (West 8th); thence easterly along such midline to the midline of South Avenue M; thence south along the midline of South Avenue M to the midline of West 5th Street; thence west along such midline to the midline of South Avenue N; thence south along such midline to the midline of West 3rd Street; thence east along such midline to the midline of FM 669, formerly FM 1313; thence south along such midline to the beginning point.
(4) 
Ward Four.
Commencing at the intersection of the west city limit and U.S. 380 (West 8th); thence north along the city limit to its intersection with the midline of West 10th Street; thence east along such midline to the midline of Mohawk; thence north along that midline continuing northerly up the midline of Osage Avenue to the midline of West 13th Street; thence east along such midline to the midline of North Avenue S; thence south along such midline to its intersection with the midline of West 12th Street; thence east along such midline to its intersection with the midline of North Avenue M; thence south along such midline to the midline of West 8th Street (U.S. 380); thence west along such midline to the beginning point.
(5) 
Ward Five.
Commencing at the intersection of the west city limit and the midline of West 10th Street; thence northerly and easterly along such city limit to the midline of Avenue M; thence south along such midline to the midline of West 12th Street; thence following the northerly boundary of Ward 4 to the beginning point.
