No construction or installation of improvements shall commence until the preliminary subdivision plat has been approved by the Town Board and then at the owner's (subdivider's) choice.
Prior to installation of any improvements and the approval of the final plat, condominium development or certified survey, the subdivider shall enter into a written developer's agreement with the Town. The contract shall require the subdivider to furnish and construct required improvements at the subdivider's sole cost and in accordance with plans and specification and shall include provision for review of construction details by the Town Engineer, Town Planner and Town Attorney.
No permits, including land use, zoning or sanitary permits, shall be issued for erection of a structure on any proposed lot until the subdivision, certified survey map or condominium is recorded in the Green Lake County Register of Deeds office.
A. 
Driveway and culvert permits. The Town shall not issue any driveway or culvert permit for any parcel development within a proposed subdivision or land division until all provisions and requirements of this chapter have been completed, unless specifically permitted by the Town Board in the development agreement.
B. 
Building inspection permits. The Town shall not issue any building inspection permit relating to any division of land until the applicant has complied with all of the provisions and requirements of the chapter, unless specifically permitted by the Town Board in the development agreement.
C. 
Building inspections. All single-family residences, shall be inspected by the Town Building Inspector, in accordance with Wisconsin statutes.
D. 
Occupancy permits. The Town shall not issue any occupancy permit for any building constructed on any lot within a subdivision until the required improvements serving such lot have been accepted by the Town and the applicable sanitary district.
A. 
General standards. The required improvements stipulated by this chapter shall be installed in accordance with the engineering standards that have been adopted by the Town Board. Where standards have not been adopted, the improvements shall be made in accordance with good engineering practices, approved by the Town Engineer prior to the start of construction.
B. 
Engineering reports and plans. Engineering, design and preparation of reports, construction plans and specifications for the required improvements shall, at the sole expense of the subdivider, be prepared by a professional engineer who is registered in the State of Wisconsin, and said plans shall contain the engineer's seal. Such plans, together with the quantities of construction items and estimates of probable costs, shall be submitted to the Town Engineer as part of the approval process for a final plat, certified survey map or condominium development.
The subdivider, prior to commencement of any work, when the Town is required to accept the dedication of a Town road or other public improvement shall make arrangements with the Town to provide for adequate inspection. The Town will inspect and approve all completed work prior to approval of the final subdivision plat or release of sureties.
A. 
During the course of construction, the Town Engineer shall make such observations as necessary to insure compliance with the plans and specifications.
B. 
The Town Engineer may stop all work or direct the correction of any situation regarding the public improvements required by this chapter for any bona fide reason by notifying the foreman or superintendent in charge of the job site. The subdivider is responsible for and shall make any corrections, including removal and reconstruction of completed components of the improvement, to the satisfaction of the Town Engineer.
C. 
Construction of all improvements required by this chapter shall be completed within one year from the date construction is started on the final plat, or a Town Board approved phase, unless the Town Board has granted an extension or agreed upon a revision at request of the subdivider for good cause. Any additional expenses incurred by the Town for extensions or revisions shall be borne by the subdivider.
