This article shall be known, and may be cited, as the Equity Advisory Board Ordinance of the City of Pflugerville, Texas.

For the purpose of this article, the following definitions shall apply unless the context clearly indicates or requires a different meaning.
ADVISORY BOARD.
The Equity Advisory Board of the city.
CITY.
The City of Pflugerville.
EQUITY INITIATIVE.
Assessment of specific policy, plan, or program raised by City Council, City Manager or community members to ensure fair outcomes for all.

(A) 
Creation.
There is hereby created the Equity Advisory Board of the City.
(B) 
Membership.
(1) 
All Advisory Board members shall be appointed by the City Council and shall serve without compensation.
(2) 
The Advisory Board shall be composed of five regular members to serve two-year terms.
(3) 
Each candidate for appointment as a member of the Equity Advisory Board shall be a registered voter of the city who has resided within the corporate city limits, or within territory annexed prior to the appointment, for at least twelve months preceding the appointment. The Equity Advisory Board shall, to the extent possible, be broadly representative of economic status, race, color, religion, gender, national origin, ancestry, marital status, physical or mental disability, sexual orientation and gender identity.
(4) 
Advisory Board members shall not be employed by or hold any other position in city government. In addition to any other requirements prescribed by the City Council, members shall maintain the qualifications established by this section while in office.
(5) 
Members of the Advisory Board shall be limited to three consecutive full terms. A person who has served three consecutive full terms as a regular member may not again be appointed until at least one term off the board has passed. The terms of board members shall commence on the first day of January.

(A) 
Officers.
The Advisory Board shall elect from its members, at the first meeting of the board held on or after January 1st of each year, a chair and a vice-chair who shall serve in said positions for terms of one year, or until their successors is elected.
(B) 
Rules of procedure.
The Advisory Board shall establish rules of procedure consistent with city ordinances, resolutions, and regulations.

(A) 
Advisory Board members shall actively participate in the Advisory Board's activities, and any member who is absent for three consecutive regular meetings of the Advisory Board without valid excuse, as determined by the Advisory Board, or moves one's residence outside the city limits, shall automatically be dismissed from membership.
(B) 
No member of the Advisory Board shall remain in their position after being elected or appointed to city, county or state board or office.

(A) 
The Advisory Board shall hold one regular meeting each month, with additional meetings called as necessary by the Chair. Meetings may be canceled if no business is pending or as otherwise determined by the Chair. A majority of the Advisory Board members serving shall constitute a quorum to do business.
(B) 
All meetings shall be held in accordance with the Texas Open Meeting Act (Texas Government Code, §§ 551.001 et seq.), as it now exists, or as same may hereafter be amended or codified, to the extent of its applicability to the Advisory Board.
(C) 
Every meeting of the Advisory Board shall be open to the public, except as may be authorized by the Texas Open Meetings Act.

The Advisory Board shall serve in an advisory capacity to the City Council and act as an extension of support of the community as follows:
(1) 
Review equity initiatives submitted with impartiality.
(2) 
Create focused recommendations specific to Pflugerville related to equity and empowerment issues.
(3) 
Actively engage and promote community awareness and education on the value of diversity.
(4) 
Recommended actions will consider and promote equity on the basis of economic status, race, color, religion, gender, national origin, ancestry, marital status, lawful source of income, physical or mental disability, familial status, sexual orientation and gender identity.
(5) 
Recommended actions will strengthen policies, practices, services and programs within the City.
