The Parks, Recreation and Open Space Master Plan attached as exhibit A to Resolution 4184 is hereby approved and adopted and incorporated by reference as if set out in full herein. Future decisions of the city regarding the development of the park system shall be made after consulting the master plan.

For the purpose of this article, the following definitions shall apply, unless the context clearly indicates or requires a different meaning:
Park and lake.
The Ellen Trout Memorial Park and the lake therein.
Zoo.
The Ellen Trout Zoo.

Any person guilty of violating a provision of this article for which no other penalty is provided shall be punished by a fine of not more than $500.00.

There is hereby reserved from the land designated as the Ellen Trout Memorial Park those portions used in connection with the pumping plant, overground storage tanks and the residences, house and grounds used by the firemen of the city for recreational purposes.

(a) 
The city council reserves the exclusive control and marketing of all timber, growing and standing, in the Ellen Trout Memorial Park. Also, there is reserved the house and grounds on the north side of the lake used and maintained by the firemen of the city. The city council retains the exclusive use and control of all residential buildings, the pump house and all facilities used in connection with the water system of the city.
(b) 
Should it ever become necessary for the city to use the water stored in the lake for municipal purposes, the city reserves the right to cancel and discontinue all permits for fishing, boating and recreational purposes granted or issued by the parks and recreation advisory board.

The Ellen Trout Lake and park area owned and operated by the city shall be under the jurisdiction of the police department of the city, and all rules and regulations concerning such lake and park area shall be enforced by the police department.

The city manager is hereby authorized to promulgate such rules as he deems necessary and essential in the premises to regulate the recreational and lake facilities at the Ellen Trout Lake and park area, and such rules as promulgated by him shall be binding on all persons using such lake and park area.

There shall be no shooting in the park and on the lake except such shooting regulations as may be prescribed by the city relative to the shooting of ducks during the duck season.
