Any person violating any provision of this article for which no other penalty is provided shall be guilty of a misdemeanor and shall be punished by a fine of not more than $500.00.

(a) 
No person shall operate, propel and/or ride any type of skateboard, roller skates, rollerblades or other similar devices on any sidewalk, mall or plaza walkway area in the fire zone or in an area bounded by Polk Street to the north, Angelina Street to the west, Pershing Avenue (including all Chambers Park property) and Fenley Street to the south, and to the east bounded by Third Street to Burke Avenue, then following the eastern boundary of the fire zone (including all city hall property) and continuing along Fourth Street to Polk Street of the city.
(b) 
Any person who violates any provision of this section shall be subject to a fine ranging from $5.00 to $200.00 for each offense. Any infraction of this section is also declared to be a public nuisance which may be summarily abated by any peace officer in the employment of the city by seizure and impoundment of the skateboard or other device used in the offense. Any skateboard or other device seized and impounded under this section shall be held for disposition as may be ordered by the court which hears and disposes of the infraction charge against the offender, or any other court of competent jurisdiction.

(a) 
No person shall drive a vehicle when it is so loaded, or where there are in the front seat such number of persons exceeding three, as to obstruct the view of the driver to the front or sides of the vehicle, or so as to interfere with the driver’s control over the driving mechanism of the vehicle.
(b) 
No passenger in a vehicle shall ride in such position as to interfere with the driver’s view ahead or to the sides, or to interfere with his or her control over the driving mechanism of the vehicle.

(a) 
The operator of any motor vehicle shall not carry any person on the fenders, running boards or bumpers of the vehicle, and no person shall ride on any motor vehicle on that portion not designated or intended for the use of passengers as above described.
(b) 
Any person riding upon any motorcycle, coaster, sled, roller skates or any toy vehicle shall not attach the same or himself or herself to any moving vehicle upon any roadway.

No person shall follow any ambulance or police car which is traveling on a public street in response to a report of any automobile collision or accident.

No driver shall enter an intersection or a marked crosswalk unless there is sufficient space on the other side of the intersection or crosswalk to accommodate the vehicle he is operating without obstructing the passage of other vehicles or pedestrians, notwithstanding any traffic-control signal indication to proceed.

No person shall drive any motor vehicle, motorcycle, motorbike, motor scooter or other motor-driven device or vehicle into, along or across any public playground which is owned, operated or maintained by the city as a public playground, except upon roadways therein; provided that this section shall not apply to vehicles being used for the purpose of loading or unloading freight therein or in the construction, maintenance or repair of such playground.
