Whenever, after an engineering and traffic investigation, the city council shall have found that the circumstances are such that the maximum reasonable and safe speed for the operation of vehicles under the conditions found to exist at a specific location upon the streets is greater than 30 miles per hour, the city council shall, by resolution, describe such location and state what it found to be the maximum, reasonable and safe speed at such location, and no person shall drive a vehicle at any such location at a speed greater than the maximum so established.
