Any person violating any provision of this article for which no other penalty is provided shall be guilty of a misdemeanor and shall be punished by a fine of not more than $500.00.

(a) 
No ready-mix concrete vehicle may be operated upon the public streets and highways of the city with a single-axle load that exceeds 12,000 pounds, or a tandem-axle load that exceeds 36,000 pounds, or a gross vehicle weight that exceeds 48,000 pounds.
(b) 
The owner of any ready-mix concrete vehicle operating in the city shall obtain and file a surety bond in the amount of $15,000.00 with the city, conditioned that the owner will pay to the city all damages done to the highways by reason of the operation of such vehicle with a tandem-axle load weighing in excess of 34,000 pounds.
