It shall be unlawful for any foreman of a switching crew, engineer or conductor of a railway train, or other person in charge of a railway train, car or railway engine, or any employee or agent of any railway company, within the corporate limits of the city, to blow or sound or cause to be blown or sounded the whistle of any locomotive or engine within the corporate limits of the city, except when actually necessary to do so, and in conformity with the rules and regulations of the railway company.
