When flashing signals are present, the chief of police of the city is authorized to have the signals activated at times other than those specifically designated herein if he determines that a specific event or occasion justifies it because of safety reasons. (b) 
The city manager is hereby authorized and directed to place, or cause to be placed, appropriate signs, striping, and other traffic-control devices as required, upon and along the above-named streets, and at intersections, indicating such streets as one-way traffic streets, and the direction in which traffic shall move along said streets.
(c) 
It shall be unlawful for the driver or operator of any motor vehicle, or any other type of vehicle, to drive or operate such vehicle on said streets or avenues in any direction other than that indicated for the above-named streets and avenues.
(d) 
Any person who shall violate any provision of this schedule shall, upon conviction, be fined in any sum not to exceed $500.00.
