(a) 
The city shall provide a garbage container to each residential customer or business that does not use the dumpster service. The container shall remain the property of the city and shall not be removed from the property when changing residences. An identifying number assigns containers to the property address. All household garbage shall be placed for collection in plastic bags. Bags shall be securely [tied] and placed in containers provided by the city.
(b) 
Customers are required to place containers to the curb on collection day no later than 7:00 a.m. and retrieved from the curb no later than 7:00 p.m. the same day.
(c) 
Approved plastic bags may be purchased at city hall by residents of the city. There shall be no loose garbage in cans.
(d) 
Unauthorized containers will not be serviced.
(e) 
Bags placed outside carts will not be collected. Exceptions to this provision will be made during the Christmas holiday. Work orders must be placed for items outside the carts by calling the solid waste department. Containers should not be overfilled so that lids on the containers do not close properly.
(f) 
If a container is overfilled, the customer is responsible for debris that falls onto the ground. Drivers are not responsible for debris that falls onto the ground unless the container is knocked over by the driver.

(a) 
The city shall collect refuse from residential and small commercial customers not using the dumpster services once per week.
(b) 
City containers should be placed for collection by 7:00 a.m. on the day of collection, and removed by 7:00 p.m. the same day.
(c) 
Excess garbage accumulated during the Christmas holiday should be bagged and placed at the curb three feet from the container.

(a) 
City containers shall be placed for collection at the curbside of the street in front of the property, so as to be readily accessible to city solid waste vehicles.
(b) 
Where no curb is available, containers shall be placed so as to be easily visible and not more than three feet from the edge of the roadway or other structures. Containers are not to be placed in ditch lines and must be on the roadway side of ditches.

It shall be considered an offense for flammable, toxic, corrosive or otherwise hazardous liquids and materials to be placed for collection.

If the assigned container is lost by theft, the customer must contact the police department to acquire a case number. After the case number is issued, a replacement cart will be distributed. If a cart is damaged due to unavoidable circumstances, the city will replace the container at no cost to the occupant. If the container is damaged beyond use as a result of the occupant’s neglect or misuse, a fee to cover all costs for the replacement of the container will be charged by the city.

(a) 
Junk will be collected by special pickup. Arrangements for this service can be made by contacting the city’s solid waste or public works department.
(b) 
Bagged leaves, lawn clippings, and straw shall be one time per week.
(c) 
Any brush trimmings, limbs, or pruning of trees or vegetation by occupants, tenants or owners may be collected along with leaves, lawn clippings and straw as long as such trimmings are no larger than 24 inches in diameter, no longer than six feet, and are tied in bundles weighing no more than 40 pounds.
(d) 
Limbs and brush not in compliance with the above provisions shall be collected on a per-case basis by work order called into the solid waste services department.
(e) 
It shall be considered an offense for flammable, toxic, corrosive or otherwise hazardous liquids and materials to be placed for collection.
(f) 
The city is not responsible for the collection of contracted or commercial landscape debris. This material shall be brought to the recycling center at the owner’s or contractor’s expense, or otherwise properly disposed of. (See section 13.02.197, pertaining to landscape waste collection.)

The solid waste department of the city shall not collect garbage, trash, refuse, or “junk” where it is not prepared for collection and placed for collection as designated in this article. Items shall be placed at curbside the same day the work order is placed. Up to five business days shall be allowed for collection after a work order is placed.

The city council hereby approves the charge of a fee as provided in the fee schedule to participate in the residential dumpster program; that is, to rent a dumpster known as the “Litter Critter,” which allows for one residential use and one disposal by the solid waste department.
