Division 3 Water and Sewer Service

Fees.

The following fees are payable to the city inspection services department when a new or additional tap is needed. All fees must be verified through the engineering department at city hall before payment is made to the inspection services department.

6" sewer tap only into:

Requirements and restrictions.

Laid in place taps: Developer has made taps on new system at the time of construction.

Sewer: The property owner or his representative will expose the existing sewer tap and the city representative will make an inspection of the tie-in.

Water: The city will install new meter in meter box which has been installed by the developer.

Sewer available inside city limits only.

Water deposits are to be made at the utility collections office prior to tap placement for hook-up of utilities.

To move meter, 1/2 of tap fee will be charged.

The city requires a lead time of ten (10) working days from the time payment is made for the new tap to be placed.

If there is an existing water line serving the property and an additional tap is requested, the tap will be made as soon after the ten (10) working days, or before, if possible. Those without water will be served first.

If there is not an existing city water line on or adjacent to the property, and a water line will have to be extended to serve the property, the distance of the extension will determine when the tap can be made.

If the property owner has paid for a “laid in place” tap but cannot find the tap, then the city will locate the line for them for an additional fee. After the balance is paid they will be back onto the schedule list in the order of taps received.

§ 9.053 Water rates.

Residential water rates.

Residential water rates per thousand gallons inside city limits.

All water service billed is based on the number of units serviced by a single same water meter. The rates listed below shall be and become effective with all bills rendered on and after October 1, 2022:

First 2,000 gallons (minimum): $14.64.

Next 8,000 gallons, per thousand: $3.75.

Above 10,000 gallons, per thousand: $4.34.

Residential water rates per thousand gallons outside city limits.

All water service billed is based on the number of units serviced by a single same water meter. These rates shall be and become effective with all bills rendered on and after October 1, 2022. (For purposes of this section, industrial customers are defined as those customers using 50 million gallons or more annually.)

First 2,000 gallons (minimum): $346.29.

Above 2,000 gallons, per thousand: $2.45.

Industrial water rates per thousand gallons outside city limits.

First 2,000 gallons (minimum): $519.42.

Above 2,000 gallons, per thousand: $3.75.

Wholesale water rates.

Wholesale water rates per thousand gallons.

These rates shall be and become effective with all bills rendered on and after October 1, 2022. Subsequent wholesale water rates shall be set by contract with each bulk purchase customer.

First 2,000 gallons (minimum): $12.40.

Above 2,000 gallons, per thousand: $2.15.

Untreated wholesale water rates.

Untreated wholesale water rates per thousand gallons.

This rate shall be and become effective with all bills rendered on and after October 1, 2022. Subsequent wholesale water rates shall be set by contract with each bulk purchase customer.

First 2,000 gallons (minimum): $12.40.

Above 2,000 gallons, per thousand: $1.30.

Outside the City's extraterritorial limits, the rate shall be equivalent to two times that rate inside the City limit.

(h)

Other charges.

Deposit for service.

A $75.00 deposit is required and will be refundable after 12 months of service with good payment history or when service is finalized.

Late fee.

All city water bills are due upon receipt and are considered to be delinquent 20 days after the billing date. A late fee of 10% shall be added to all water bills that are not paid within the 20 day period after the billing date.

Reconnect service fee.

A reconnection fee shall be added to all water accounts that are disconnected for service due to non-payment. A $30.00 fee shall be assessed during regular work hours 8:00 a.m. to 4:50 p.m. Reconnection after normal working hours shall be $50.00.

§ 9.054 Sewer rates.

Residential and multi-unit sewer rates.

Residential sewer customers shall be charged for sewer service based on their winter billing months' average water consumption. For purposes of computing sewer rates, winter billing months are defined as December, January and February. Sewer customers who have not established their winter billing months' average will be billed based on actual water consumption or 20,000 gallons, whichever is less, until their winter billing months' average water consumption is established. The maximum sewer billing for residential sewer service shall not exceed 20,000 gallons of water consumption per month.

Multi-unit dwelling shall be charged on a per unit basis by dividing the total water use on the master meter by the number of units in the dwelling. This average consumption per unit will be used to calculate the wastewater user charge for each unit. Then the average charge per unit, times the number of units, equals the total user charge for that meter.

Monthly residential and multi-unit sewer rates are as follows:

Minimum monthly charge (includes 2,000) gallons: $13.23.

Consumption per 1,000 gallons in excess of 2,000: $4.28.

Maximum monthly billing (20,000 gallon consumption): $90.27.

Commercial sewer rates.

General commercial sewer customers shall be charged for sewer service based on their actual monthly water consumption and number of units serviced. There is no maximum billing. Monthly general commercial sewer rates are as follows:

Minimum monthly charge (includes 2,000 gallons): $13.23.

Consumption per 1,000 gallons in excess of 2,000: $4.74.

Restaurant/cafe commercial sewer customers shall be charged the following rate:

Minimum monthly charge (includes 2,000 gallons): $13.23.

Consumption per 1,000 gallons in excess of 2,000: $9.34.

Industrial sewer rates.

Industrial sewer customers are those sewer customers meeting the requirements of the United States Environmental Protection Agency Pretreatment Program and City ordinance. These customers shall be charged for actual monthly effluent loadings (BOD and TSS) based on specific, predetermined effluent sampling programs administered by the City's Wastewater Treatment Department. Industrial rates shall be determined by the following formula:

User Charge = C_c+V(C_v + (C_B x BOD) + (C_s x TSS))

Cc	=	Customer charge, $13.23 per month
V	=	Metered water use or measured wastewater discharge, per 1,000 gallons.
Cv	=	User charge for volume, $2.61 per 1,000 gallons
CB	=	User charge for BOD, $0.004402 x BOD in mg/l per 1,000 gallons
CS	=	User charge for TSS, $0.002409 x TSS in mg/l per 1,000 gallons

(d)

Outside the city limits.

Outside the City limits, the rate shall be equivalent to two times that rate inside the City limit.

Outside the City's extraterritorial limits, the rate shall be equivalent to two and one-half times that rate inside the City limit.

(e)

Other charges.

Deposit for service.

A $75.00 deposit is required to initialize new service. Deposit will be refundable after 12 months of service with good payment history or when service is finalized.

All city sewer bills are due upon receipt and are considered to be delinquent 20 days after the billing date. A late fee of 10% shall be added to all sewer bills that are not paid within the 20-day period after the billing date.

§ 9.055 Discontinuance of service for failure to pay charges; reconnection fee; emergency service call fee.

Reconnect service fee.

A reconnection fee shall be added to all sewer accounts that are disconnected for service due to non-payment. A $30.00 fee shall be assessed for reconnection during regular work hours 8:00 a.m. to 4:50 p.m. Reconnections after regular work hours shall be assessed a $50.00 fee.

Reconnection charges.

In the event the account becomes processed for cutoff because of delinquency, a charge of $30.00 (thirty dollars) shall be assessed. If customer is reconnected at any time other than Monday through Friday between the hours of 8:00 a.m. and 5:00 p.m., a charge of $20.00 shall be added to the initial $30.00 reconnection charge.

Reconnection charges for account holders 65 years and older.

$10.00 shall be assessed for reconnection of utility service if reconnected Monday through Friday between the hours of 8:00 a.m. and 5:00 p.m. A charge of $15.00 shall be added to the initial $10.00 reconnection charge if the reconnection is made after 5:00 p.m.

§ 9.056 Theft of service; tampering fee and related fees.

Emergency service call fee.

A charge of $20.00 shall be made for each emergency service call made after 5:00 p.m.

Tampering fee: $50.00 first occurrence.

Plug the main line in the event of repeated violations: $250.00.

Removal of a water meter due to discontinuance of water service for nonpayment of the bill: $10.00 per occurrence in addition to the current service charge of $30.00.
