It shall hereafter be unlawful for any person, firm or corporation to move or cause to be moved any house, barn or building in, upon or along any street or alley within the corporate limits of the city without securing a permit from the building official of the city.

It shall be the duty of the building official of the city to issue a permit to any person, firm or corporation who shall put up cash as set forth in appendix A to this code, which sum shall be placed with the city secretary as a guarantee against any damage to the streets, bridges or other property belonging to the city or any property for which the city may be responsible.
