(a) Sale of lottery tickets.
Any person who shall within
the limits of the city sell, offer for sale, or keep for sale any
ticket or part ticket in any lottery shall be fined.
(b) Sale of raffle tickets.
Any person who shall within
the city offer for sale or keep for sale any chance, ticket, or part
ticket in any raffle of estate, real or personal, exceeding five hundred
dollars ($500.00) in value shall be fined.

(a) Purpose.
This section is and shall be deemed an exercise
of the police power of the state and of the city for the public safety,
comfort, convenience and protection of the city and citizens of the
city, and all of the provisions hereof shall be construed for the
accomplishment of that purpose.
(b) Prohibited acts.
It shall hereafter be unlawful for
any person to affix or cause to be affixed, by any means, any sign,
advertisement, or notice of any nature to property which exists within
the street rights-of-way within the city limits, i.e., utility poles,
street signs, trees, or any structure of any nature.
(c) Exceptions.
The provisions of this section shall not
apply to local governments in connection with general or special elections
who may need the use of existing utility poles for the placement of
election distance markers, provided these signs are removed immediately
upon the closing of the polling place.
