The revised plan attached to Ordinance 2022-07-05-010 and made part of [hereof] by reference is hereby adopted as the official policy of the city.

Any individual, business, firm or company found guilty of violating this article including the plan shall be deemed guilty of committing a misdemeanor and upon conviction in the municipal court of the city shall be punished by a fine not to exceed two hundred dollars ($200.00) for each offense.

The city manager, or his/her designee, is hereby authorized and directed to implement the applicable provisions of the revised plan upon determination that such implementation is necessary to protect public health, safety, and welfare. The city manager, or his/her designee, shall have the authority to initiate or terminate drought or other water supply emergency response measures as described in the plan.

The provisions of this article and the plan shall apply to all retail and wholesale water customers of the city.
