The International Plumbing Code, 2003 edition, as published by the International Code Council, be and is hereby adopted as the plumbing code of the city regulating and governing the design, construction, quality of materials, erection, installation, alteration, repair, location, relocation, replacement, addition to, use or maintenance of plumbing systems as herein provided; and each and all of the regulations, provisions, penalties, conditions and terms of said plumbing code are hereby referred to, adopted, and made a part hereof, as if fully set out herein, with the additions, insertions, deletions and changes as prescribed in this code.

The plumbing official may serve as inspector, by appointment of city administrator, and with the approval of the city council, may appoint other inspectors as authorized from time to time. The plumbing official as well as inspectors appointed hereunder, shall be well informed in the plumbing business and well versed in this plumbing code.

No person, firm or corporation, shall begin any work of installing or altering materials, fixtures or other apparatus to be used for the purpose of plumbing in or on any buildings or premises in the city without first securing a permit, therefore from the plumbing inspector, said permits to cost a fee as provided for in the fee schedule found in the appendix of this code.
