The International Residential Code, 2003 edition, as published by the International Code Council, be and is hereby adopted as the residential code of the city regulating and governing the construction, alteration, movement, enlargement, replacement, repair, equipment, location, removal and demolition of detached one- and two-family dwellings and multiple single-family dwellings (townhouses) not more than three (3) stories in height with separate means of egress as herein provided; and each and all of the regulations, provisions, penalties, conditions and terms of said residential code are hereby referred to, adopted, and made a part hereof, as if fully set out herein, with the additions, insertions, deletions and changes as prescribed in this code.

(a) 
There is hereby established in the city, a board to be called the housing board of adjustments and appeals, which shall consist of three members. The members shall reside within the city and be homeowners. The said board shall be appointed by the city council.
(b) 
Of the members first appointed, one shall be for a term of one year, one shall be for a term of two years, one shall be for a term of three years, and thereafter, they shall be appointed for a term of three years.
