(a)
There is hereby created the officer of city administrator, who shall be the chief administrative officer of the city, who shall be appointed by, and who shall serve at the direction of, the city council.
(b)
The city administrator shall perform all of the duties heretofore performed by the city administrator/secretary with the exception of those duties transferred to the office of the city secretary.
