Location of such well shall not be nearer than 80 feet from the street fronting said location, nor nearer than 35 feet from a side street, nor nearer than 20 feet from the inside property line and not nearer than 150 feet from a septic tank, and not nearer than 150 feet of a field line of a septic tank.

The minimum standards for drilling, casing and equipping a water well within the city limits shall be as follows:
The well shall be drilled with a 10-¾ inch bit and cased with a 6 inch steel or plastic casing. Casing in the water bearing formations may be perforated. The well shall be gravel. If the well is to be buried underground, the top of the casing shall be sealed with a rain-tight seal; if buried underground, concrete shall be poured between the casing and hole from the top of the casing to the depth of 10 feet. If the well is to extend to the surface, concrete shall be poured between the casing and the hole from the surface to a depth of 10 feet. A 6 inch concrete slab with a slope of ½ inch per foot shall be laid around such well and asphalt seal or seal of other suitable material shall be used to seal the area between the casing and the concrete slab.

Upon abandonment of a water well, such well shall be plugged and filled with concrete from the surface to a depth of 10 feet.

Every application for a permit to drill a water well shall be filed with and accepted by the city secretary upon a deposit of a fee, as provided for in the fee schedule found in the appendix of this code, for the issuance of such permit. Upon the city secretary’s determining that such application is in accordance with the provisions of this article, the permit shall be issued by the Secretary.
