(a) 
The fire district of the city is hereby fixed and established as follows:
Beginning at the southeast corner of Lot 7, Block 9, Townsite Addition, and running with the alley to the southwest corner of Lot 16, Block 9, thence with the street to the southwest corner of Lot 1, Block 9, thence with the street to the southwest corner Block 32, thence to the northwest corner of Block 33, thence with the street to the northwest corner of Block 8, thence with the street to the northwest corner of Lot 1, Block 8, thence with the alley to the northeast corner of Lot 10, Block 8, thence with the street to the place of beginning; including Blocks 12, 13, 18, 19, 22, 23, 28, 29, 32, 33, the south half of Block 8 and the north half of Block 9.
(b) 
The territory within said limits shall be known and designated as the fire district of the city.

It shall be unlawful for any individual owner, or any joint or common owner, or any lessee or tenant of any such owner or owners, or any agent or employee of any of them, or any corporation, partnership or association, or any lessee, officer, agent, or employee thereof having the control, dominion, possession, use or occupancy, in whole or in part, of any building, shed, lot or ground located within the boundaries of the fire district of the city, to place or leave within, or to keep within, or to store within, or to cause or participate in causing such leaving, keeping, placing or storing, in any such building or house, or under any such shed, or upon any such lot or ground, any bale or bales of cotton, or any more than five (5) bales or bundles of hay at any one time.
