It shall be unlawful for any person owning or having supervision or control of any lot or tract of land, or portion thereof, occupied or unoccupied, within the city limits to allow the existence of graffiti that is visible from a public right-of-way, visible from any public property, or visible from the private property of another person. Any graffiti existing on any property within the city shall be promptly removed by the owner, supervisor, or person having control of such property, whether occupied or unoccupied, within 10 days or less after the occurrence, with the city administrator having discretion to shorten the time period due to the content of the graffiti.
