The police department of the city shall consist of a police chief and such additional officers as the police chief and the city administrator shall deem necessary, within the confines of the budget.

The police chief shall be appointed by a majority vote of the city council and shall report to the city administrator. Other members of the police department shall be appointed by the police chief.

The police chief shall be the chief police officer of the city and shall have supervision over all aspects of the police department, including hiring and firing of personnel.

The position of police chief shall be an appointive office of the city. The chief is an at-will employee serving at the pleasure of the mayor and city council, and may be discharged by the city council by a majority vote, when and if such action is judged to be in the best interests of the city. A subordinate police officer may be discharged by the police chief when he or his conduct is deemed detrimental to the best interests of the city.

The city administrator shall supervise the day-to-day activities of the police department, working through and in conjunction with the chief of police. The city administrator shall have no independent authority to hire the chief of police. The city administrator shall have authority to make recommendations to the city council for any change in the police department, including the hiring and/or firing of personnel. The city administrator shall approve all purchases of the police department according to budget limitations.

The appointment of a chief of police or of any police officer shall be made and entered in the minutes of the city council at any regular or special meeting of the council, and the commission issued to such chief of police or police officer shall then become effective. The chief of police or any police officer shall show proof of certification through the state commission on law enforcement officer standards and education upon appointment.

The chief of police and all members of the police department shall take and subscribe to the official oath prescribed by the state constitution, and a commission shall be issued to the appointee in the following form:

A metallic badge, identifying the police chief and each police officer as a member of the police department, shall be issued to each member of the police department.

It is the duty of every member of the police department to preserve the peace within the limits of the city, and to effect this purpose the officer may use all lawful means. He may interfere without warrant to suppress or prevent crime.

Every member of the police department shall have authority:
(1) 
To execute warrants of arrest or other process issued out of the municipal court in the city.
(2) 
To arrest without warrant in all cases where authorized by the laws of the state.
(3) 
To arrest without warrant when offenses against the laws or ordinances are committed in his or their presence, or where persons are found in suspicious places, and under circumstances which reasonably show that such persons have been guilty of some felony or breach of the peace or threaten or are about to commit some offense against the law.

All property that is received by the police department will be handled in the following manner:
(1) 
The property will be placed in the property room.
(2) 
All possible efforts will be exhausted to find the legal owner.
(3) 
After thirty (30) days the property will be listed in the paper and a notice will be posted at city hall describing the property and the date that it will be sold and the place it will be sold.
(4) 
If the property is still not claimed after the above procedure is followed then the property will be disposed of in a manner to be decided by the city administrator. Any profits from the sale of the property will be placed in the general fund of the city.
