(a) 
No person shall drive a motor vehicle on any street, alley, or highway in the city limits at a speed greater than is reasonable and prudent under the conditions and having regard for the actual and potential hazards then existing. In every event, speed shall be so controlled as may be necessary to avoid colliding with any person, vehicle, or other conveyance on or entering a highway or street in compliance with legal requirements, and it shall be the duty of all persons to use due care.
(b) 
If any person shall operate or drive any motor vehicle or other vehicle within the corporate limits of the city on any street or highway at a greater speed than thirty (30) miles per hour, or in an alley at a greater speed than fifteen (15) miles per hour, it shall be prima facie evidence of violation of this section, unless a special speed limit has been established and signs are erected designating another speed limit.

Whenever the city shall determine upon the basis of an engineering and/or traffic investigation that the thirty (30) miles per hour speed limit on streets and highways hereinbefore set forth is greater or less than is reasonable or safe under the conditions found to exist at any intersection or other place, or upon any part of any street or highway, the mayor shall, upon authorization by the city council by appropriate ordinance, establish such special speed limit as shall be effective at all times when appropriate signs giving notice thereof are erected at such intersection or other place or part of said highway or street.

(a) 
Established.
The following special speed limits are hereby established:
FM 1963. Beginning at the west city limit and proceeding to the east along FM 1963 for a distance of 0.200 miles the speed limit shall be 40 mph, then the speed limit shall be 30 mph for a distance of 0.259 miles to the intersection of U.S. 77.
Loop 265. Starting at MP 12.370, the speed limit shall be 40 mph for a distance of 0.170 miles. The speed limit shall then be 30 mph for a distance of 0.696 miles. Beginning at MP 12.687, in times of ingress and egress, the speed limit shall then be 25 mph for a distance of 0.216 miles, when flashing for school zone, ending at MP 12.903.
SH 53. Starting at MP 9.559, the speed limit shall be 55 mph for a distance of 0.841 miles, ending at MP 10.400.
U.S. 77. Beginning at the north city limit and proceeding to the south along U.S. 77 for a distance of 0.433 miles (2,320 ft.) the speed limit shall be 50 mph (miles per hour), then the speed limit shall be 45 mph for a distance of 0.209 miles (1,120 ft.), then the speed limit shall be 30 mph for a distance of 0.420 miles (2,250 ft.), then the speed limit shall be 45 mph for a distance of 0.250 miles (1,340 ft.), to the south city limit, except for periods of ingress and egress to the school zone which is a 0.187 mile (1,000 ft.) portion of the highway that is 0.063 miles (340 ft.) from the south city limit, then the speed limit shall be 25 mph when the signal lights are flashing,

Penalty.
Any person violating any provision of this section shall upon conviction be fined in any sum not exceeding two hundred dollars ($200.00).

It shall be unlawful for any person driving or in control of a motor or other vehicle to drive same at a greater rate of speed than fifteen (15) miles per hour in any street of the city which at the time of such act shall be within an area designated as a park and playground zone and within the portion of such street between the signs marking same as a park and playground zone.

It shall be unlawful for any person driving or in control of a motor or other vehicle to drive same at a greater rate of speed than twenty (20) miles per hour in any street of the city which at the time of such act shall be within an area designated as a hospital zone and within the portion of such street between the signs marking same as a hospital zone.

It shall be unlawful for any person driving or in control of a motor or other vehicle to drive same at a greater rate of speed than twenty-five (25) miles per hour in any street of the city which at the time of such act shall be within an area designated as a school zone and within the portion of such street between the signs marking same as a school zone.

No person shall drive a motor vehicle at such a slow speed as to impede the normal and reasonable movement of traffic, except when reduced speed is necessary for safe operation, or in compliance with law, or at the direction of a law enforcement officer.
