(a) 
Commercial customers.
The solid waste removal rates for commercial customers shall be as adopted by the city council. Commercial handload collection in excess of fourteen (14) bags/containers per week will require a commercial container. Any dispute in average weekly volume will be submitted to the city officer for decisions.
(b) 
Residential customers.
The solid waste removal rates for residential customers shall be as adopted by the city council.
(c) 
Commercial containers.
Rates for commercial containers shall be as adopted by the city council. Rates include a 5% franchise fee paid to the city.
(d) 
Residential fuel surcharge.
In addition, there shall be a residential fuel surcharge per customer in the amount adopted by the city council.
(e) 
Cleanups (free).

All garbage collection will be made twice per week from the street in residential areas. No collection will be made in alleys. Commercial collection will be made twice a week. All empty boxes in commercial areas will be broken down. Boxes not broken down will not be collected.

(a) 
Scope of services.
(1) 
Availability.
Chipping and brush pickup services will be available during January through May and October through December. Only in the case of an emergency will these services be offered at any other time.
(2) 
Scheduling.
Upon receiving a request for curbside chipping or brush pickup services, and upon receiving the associated fee as referred to in subsection (b) of this section, the city shall schedule the service requested for the next available time according to the monthly schedule established for such services. Citizens shall be made aware of the date ranges in which such services are performed. Each single instance of the service requested shall consist of the chipping or removal of brush that is directly related to the fee paid by the citizen. No service will be performed prior to 7:00 a.m.
(3) 
Size of material.
Chipping will not and cannot be performed on material that is greater than 6" in diameter nor longer than 5'. Material need not be bundled; however, material that is not neatly stacked will take more time to process.
(4) 
Location of material.
All material desired to be chipped or picked up shall be located next to the street; however, it shall not be placed in a manner that inhibits the flow of traffic, nor shall it be placed in a ditch as to impede the flow of water in wet weather.
(b) 
Fee.
(1) 
Established.
For each performance of the service requested, as described above, there will be a charge in the amount adopted by the city council. This fee is payable prior to the performance of the service requested.
(2) 
Refunds.
In the event that the service requested cannot be performed, for any reason whatsoever, the citizen may request a refund or may wait until the service can be performed.

One (1) roll of 2 mil plastic garbage bags will be furnished by the city to users each six (6) months on October 1 and April 1 as a part of the service. Additional rolls may be purchased, as available, for a fee in the amount adopted by the city council. Garbage will be collected in plastic bags only (commercial locations having pens for boxes excepted).

Brush must be cut into manageable lengths not to exceed thirty-five (35) pounds. Small amounts of brush may be collected by Centex Waste Management on regular garbage collection days if the brush is cut into lengths not to exceed four (4) feet and bundled into parcels not to exceed thirty-five (35) pounds.

The landfill is open Monday through Friday from 8:00 a.m. to 5:00 p.m., and Saturday from 8:00 a.m. to noon. There is no charge for its use by citizens of the city. A permit shall be issued by the city at an annual cost or a monthly cost as adopted by the city council, for the purpose of dumping at the city landfill site by all nonresidents of the city. Users will put trash in areas designated by the landfill operator.
