The purpose of this article is to amend previously adopted Local Law No. 2 of the year 1990 to now read as follow:

The terms, words and phrases used in this article shall have the same meaning as such terms, words and phrases as defined in Title D, Snowmobiles, of the Parks, Recreation and Historic Preservation Law Article 21, § 21.05.
Operation of snowmobiles or all-terrain cycles on highways and public ways of the Village shall be subject to the applicable provisions of Article 25, Title D, Snowmobiles, of the Parks, Recreation and Historic Preservation Law, and the rules and regulations of the Office of Parks, Recreation and Historic Preservation.
It shall be unlawful to operate a machine on the public highways and streets in the Village, except as provided herein:
A.
Emergencies. In an emergency, for the purpose of emergency travel only, during the period of time, when and at the locations where snow upon the highway renders travel by automobile impractical, as declared by the appropriate Superintendent of the Department of Works for the Village.
B.
Unplowed highways. On Village highways or streets, during the periods when the locations where such highways or streets are customarily unplowed and unused during the winter months for automobile travel.
C.
Sidewalks. It shall be unlawful for any person to operate a snowmobile and/or all-terrain cycle on any of the plowed sidewalks of the Village.

Any person who violates or permits the violation of any of the provisions of this chapter shall, upon conviction, be subject to a fine not exceeding $250 or imprisonment for not more than 15 days, or both, for each such violation.

No person shall operate a snowmobile on or across ambulance property and driveway.
As used in this article, the following terms shall have the meanings indicated:
The real property owned by the Speculator Volunteer Ambulance Corps located on New York State Routes 30 and 8 in the Village of Speculator designated to be "ambulance corps property" by the Board of Trustees of said Village, properly sign-posted by official signs of at least 12 inches by 18 inches bearing the legend NO SNOWMOBILE RIDING - AMBULANCE CORPS PROPERTY in letters at least two inches in height.

Any person violating any provisions of this article shall, upon conviction, be subject to a fine not exceeding $250 or imprisonment for not more than 15 days, or both, for each violation.
This article shall take effect immediately after its adoption and filing in the office of the Secretary of State of the State of New York as provided by the General Municipal Law of the State of New York.
