The erection or placing of temporary roadside stands is prohibited. Roadside vendors or roadside itinerant merchants are prohibited from selling or offering to sell their merchandise or wares within the town limits.

It shall be unlawful for any solicitors of orders for merchandise, peddlers, itinerant merchants, or transient vendors of merchandise to go in and upon the premises of a private residence in the town unless requested so to do by the owner or occupant of said private residence, for the purpose of soliciting orders for the sale of goods, wares and merchandise, or for the purpose of disposing of or peddling the same, without securing a permit as herein provided.

Every solicitor of orders for the sale of merchandise, peddler, itinerant merchant or transient vendor of merchandise shall obtain a permit from the town secretary before soliciting any regulation of sales and solicitation, V.T.C.A., Occupations Code, ch. 1801 et seq. orders, offering for sale or selling any goods, wares or merchandise in the town, and it shall be the duty of the town secretary to make investigation of all persons offering so to do to determine their authority for making such sales and taking such orders, and before issuing a permit shall determine that they actually represent the parties they so claim to represent, and that they are an actual bona fide representative of a reliable concern. Unless he/she so finds, he/she shall refuse to issue a permit for the taking of orders and the selling of merchandise in the town.

The fee for investigation is as established by the town council from time to time. Should the applicant be engaged in the sale of food or food products, an additional fee shall be required for the issuance of a town health permit.

Each application for a permit shall be in writing under oath and shall set out the following:
(1) 
Name of the applicant, with his/her permanent residence.
(2) 
Name and address of the firm or persons he/she represents.
(3) 
The kind, type, and character of goods or services he/she proposes to offer for sale.
(4) 
Names and addresses of five (5) persons as references.
(5) 
How often the applicant will solicit during the year.
(6) 
The names of any cities where the applicant has worked within the previous thirty (30) days.
(7) 
Whether or not the applicant has ever been convicted of a felony or a misdemeanor involving moral turpitude.

If, after the permit herein provided for has been issued, the town secretary or other official of the town finds that the permit was obtained by false representation in the application, said permit may be revoked by the town secretary.
