Barricade.
Every barrier, obstruction, or block placed upon or across any public road or highway under or by authority of the town for the purpose of obstructing and preventing the passage of motor vehicles over such public road or highway during any period when such public road or highway is flooded by water and/or mud.
Motor vehicle.
Every vehicle that is self-propelled.
Public roads and highways.
Any road, street, way, thoroughfare or bridge within the town not privately owned or within the exclusive control or jurisdiction of the state.
Vehicle.
Every device in or by which any person or property is or may be transported or drawn upon a public road or highway, except devices used exclusively upon stationary rails or tracks.
Warning signs.
Every sign, signal, marking, and device erected or placed upon any public road or highway barricade, or erected or placed upon any public road or highway during any period when such public road or highway is flooded by water and/or mud.

(a) 
It shall be unlawful for any person to disobey the instructions, signals, warnings or markings of any warning sign or barricade placed upon any public road or highway during any period when such public road or highway is flooded by water and/or mud.
(b) 
It shall be unlawful for any person to in any way tamper with, move, damage, or destroy any barricade or warning sign placed upon any public road or highway during any period when such public road or highway is flooded by water and/or mud.
