A special expense, not to exceed thirty-five dollars ($35.00), for the issuance and service of a warrant of arrest for an offense under section 38.10, Penal Code, or under V.T.C.A., Transportation Code, sec. 543.009.

The municipal court is hereby authorized to assess a service fee as provided by law against any person convicted of a traffic offense and whose conviction is dismissed subsequent to the driver’s successful completion of an approved driving safety course.
