This article shall be known as and may be cited and referred to as the fencing and screening ordinance of the city.

(a)
This article shall control the construction, alteration, replacement, repair, and location of fences and required screening within the city limits.
(b)
This article is hereby declared to be remedial and shall be construed to secure the beneficial interest and purpose thereof, which are public health, safety, and general welfare of the community.

As concerns the interpretation and application, the provisions of this article shall be held to the minimum requirements. Where this article imposes greater restriction than is imposed or required by other rules or regulations or ordinance, the provisions of this article shall control.

This article shall be in full force and effect in the corporate city limits. Territory annexed into the corporate limits of the city subsequent to the effective date of this article shall immediately be subject to the provisions of this article.
