There shall be a Director of Human Resources who shall be appointed in accordance with the Charter, and who will report to the City Administrator. He/she shall be a person with knowledge of municipal employment practices, civil service rules and laws, and public-sector labor relations.
(a) 
The Director of Human Resources shall be responsible for the administration of personnel benefits, assisting in the negotiations of employee contracts, training of personnel, health, safety, long-range strategic planning for personnel needs, and all other personnel functions assigned by the state and county to local municipalities.
(b) 
The Director of Human Resources shall also be responsible for administering the City's affirmative action policy, monitoring compliance with EEOC guidelines, and overseeing workforce diversity and inclusivity programs.
