There is hereby created in and for the city the office of electrical
inspector.

The office of electrical inspector shall be filled by appointment
made by the city manager with the approval of the city council.

The person who is to fill the office of electrical inspector
shall be well versed in the rules and requirements of the National
Electrical Code.

The electrical inspector shall hold his office for such time
as the city manager shall direct.

The electrical inspector shall not engage in business as a master
electrician either directly or indirectly within the city while employed
by the city as electrical inspector.

The electrical inspector shall have entire supervision over
the electrical inspection of all electrical work within the city.

The electrical inspector shall, upon application on proper forms
for the installation of electrical wiring, devices and equipment,
and upon payment of the required fees, make inspections of all new
electrical installations and make reinspection of any existing electrical
installations at such time as he may deem necessary for the purpose
of the safeguarding of life and property within the city.

The electrical inspector shall have the authority to appoint
one or more assistants to assist in electrical inspections; provided
such appointments shall be approved by the city manager.

The electrical inspector shall have the right to enter any building
during reasonable hours in the discharge of his official duties for
the purpose of making any inspection or test of any electrical wiring,
device and equipment therein. Where such installations are found dangerous
to life or property or to the work of the fire department or otherwise
not in conformity with existing or past regulations, he is hereby
empowered to disconnect such parts of installations or to order disconnection
of electric service to any building after having given notice, in
writing, to the parties concerned, and such defective electric wiring
shall not be again connected until made safe as directed by the electrical
inspector.

It shall be unlawful for any person to interfere with the electrical
inspector in the discharge of his duties or to prevent or in any manner
attempt to prevent them from carrying out the provisions of this article.

The electrical inspector shall decide all disputed questions
pertaining to the installation of all electric wiring, devices and
equipment. Such decision shall be interpreted by taking into consideration
the National Electrical Code and the National Safety Code, and in
the light of the standards generally recognized by the trade concerning
the safe and proper installation of electrical wiring, devices and
equipment.

(a) The
electrical inspector shall have the right and authority to suspend
the registration of any master electrician, upon the violation of
any applicable provision of this code, state law or city ordinance,
rule or regulation.
(b) Upon
such suspension, the electrical inspector shall file with the city
secretary a statement setting forth the reasons for such suspension,
a copy of such report shall be filed with the secretary to be delivered
to the master electrician, upon his request.
(c) If the
master electrician shall feel aggrieved by such suspension, he may
notify the city council, in writing, by delivery to the city secretary
such notice that he feels aggrieved. At the next meeting of the city
council, the suspended electrician may appear and be heard.
(d) If,
upon full hearing before the city council, it is determined by the
city council that such suspension is not well founded, such suspension
shall be rescinded by the council. If the council shall determine
that such suspension is well taken, it shall, by order spread upon
the minutes, revoke such registration, and shall thereupon further
direct the city attorney to take such action as may be necessary to
forfeit the bond of such master electrician whose registration has
been so revoked.
(e) In the
event the master electrician whose registration has been suspended
fails or refuses to appeal to the city council within ten days from
the date of such suspension, the city secretary shall place before
the council the report of the electrical inspector, at the next regular
meeting of the council for action by the council to revoke the suspension
or to revoke the registration and forfeit the bond as herein provided.
