Pursuant to Section 29.007(g) of the Texas Government Code, the city council shall have the authority to appoint a temporary municipal judge to fulfill the duties of the regular judge in the event the regular judge is temporarily unable to act. The temporary judge must have the same qualifications as the judge he replaces, and shall have the same duties and powers as the regular judge. The temporary judge shall act until such time as the regular judge is able to resume the duties of judge.

There is hereby established a technology fund to be used as described hereafter. The fund shall be supported by a fee, provided for in the appendix of this code, per conviction to be paid by those persons convicted of offenses in the Brownfield Municipal Court. For the purpose of this article a person is convicted if:
(1) 
A fine or sentence is imposed on the person;
(2) 
The person is placed on community supervision, including deferred adjudication community supervision; or
(3) 
The court defers final disposition of the person’s case.

The municipal court clerk shall collect the costs and pay the funds to the city secretary for deposit in the fund.

The fund created by this article may be used only to finance the purchase of technological enhancements for the municipal court of the city, including:
(1) 
Computer systems;
(2) 
Computer networks;
(3) 
Computer hardware;
(4) 
Computer software;
(5) 
Imaging systems;
(6) 
Electronic kiosks;
(7) 
Electronic ticket writers; and
(8) 
Docket management systems.
