The mayor shall appoint an inspector of buildings in accordance with the provisions of General Laws, chapter 31.

The inspector of buildings shall perform all the duties incumbent upon him under the provisions of General Laws, chapter 143, and of all amendments and additions thereto, insofar as the same may be applicable to his department.
