There shall be a conservation commission of the city in compliance with General Laws, chapter 40, section 8C, consisting of five (5) citizens residing in the city, appointed by the mayor, and subject to confirmation by the city council. Two (2) members of the conservation commission shall be appointed for three (3) years, two (2) members for two (2) years, and one (1) member for one (1) year. After the original appointment, the term of each member shall expire on the last day in March of the term. and thereafter appointment shall be made for the term of three (3) years on or before the first day of April in the year of appointment. Any vacancy occurring shall be filled for the remainder of the term in the same manner as the original appointment.

The conservation commission shall have and exercise all the rights, powers and authority given to such commission under General Laws, chapter 40, section 8C, and Chapter 131, section 40.
