The mayor may appoint, subject to confirmation by the city council, such special police officers to serve with or without pay, as he may designate, for special duty, and may limit their sphere of duty and their time of service. The persons so appointed shall be subject to the provisions of the city ordinances and laws of the Commonwealth, so far as the same are applicable, and to all rules and regulations prescribed for the administration of the police department, if and when they receive compensation as such officers, from the city.
