It is the purpose and intent of this article to establish regulations
to provide for the safety of bicyclists, motor vehicles and pedestrians
within the town. In most instances, state traffic regulations impose
identical requirements on bicyclists as are imposed on motor vehicles.
The regulations within this article are intended to supplement state
laws dealing with the use of public streets and highways to provide
safe passage for all users of the public roadways, to minimize congestion,
and to preserve and protect the safety of persons on and adjacent
to public roadways. State law and traffic regulations will supersede
the provisions of this article only when in conflict. The provisions
of this article are intended to and shall apply to the operation of
bicycles on all public streets, highways, alleys, sidewalks, and public
ways within the town.
