(a) No person
shall leave a bicycle on private property without the consent of the
owner or person in charge of the property. Consent is implied on private
business property unless bicycle parking is expressly prohibited.
(b) Unless
bicycle parking is expressly prohibited on public property, a person
shall leave a bicycle in a bicycle rack, if provided, or in accordance
with other town ordinances.
(c) A bicycle
left unattended on a public road or other public property for more
than 24 hours may be impounded by the police department.
(d) A bicycle
parked in violation of this article that obstructs or impedes the
free flow of pedestrian or vehicular traffic or otherwise endangers
the public may be immediately impounded by a law enforcement officer.
(e) Bicycles
impounded by the police department shall be disposed of in accordance
with departmental written directives.

It shall be unlawful for any person to knowingly remove, destroy,
mutilate or alter any identification or serial number permanently
affixed to the frame of a bicycle owned by another person. It shall
be unlawful for any person to remove, destroy, mutilate or alter any
identification or registration tag, number or card used for identification
purposes, affixed to a bicycle owned by another person.
