The city council hereby creates the economic development committee (hereinafter referred to as the "committee"). The committee shall have the function, and responsibility to assist the council in developing an economic development strategy for the city, to evaluate economic development opportunities, to make reports regarding the same to the council, and to develop economic criteria to recommend for council approval.

(a) 
The committee shall be composed of seven members.
(b) 
The members are to be nominated by the mayor and confirmed by the city council in accordance with the requirements established in the city’s charter.
(c) 
Eligibility for membership on the committee requires individuals to meet one of the following criteria:
(1) 
To be residents of the city, is as specified in the charter;
(2) 
Employed by a business or entity in the city; or
(3) 
Owners of a business or entity in the city.
(d) 
The mayor in consultation with the council liaison for this committee shall designate a member to serve in the capacity of chair.

Members of the committee shall be subject to the city’s ethics ordinance.

The committee shall have the power to advise and provide recommendations to the city council in its efforts and in accordance with the city’s comprehensive plan, to promote, encourage and facilitate the retention and development of responsible and properly planned business growth within the city in order to expand and strengthen the local economy and diversify the city’s tax base.

The council directs the committee to develop and recommend to the council an economic development strategy for the city, to develop criteria to recommend for council approval, to evaluate economic development opportunities as they arise, and to submit reports regarding the same to the council. The committee shall present a report of its activities to the city council at least quarterly.

The term of office shall run concurrently with the term of the mayor. Vacancies shall be filled in the same manner as appointment.

The committee shall determine their regular meeting schedule. The committee shall conduct special meetings as may be required to assist the city council. Meetings of the committee shall not comply with the Texas Open Meetings Act. Issues before the committee shall be decided by a simple majority vote of the members present and voting. The committee shall prepare agendas and brief minutes of their meetings.

For the purposes of this division, a quorum shall consist of more than half the members of the committee.
