An auxiliary police force to be known as the police reserve force is hereby established for the city, such force to be separate and distinct from the police department.

The police reserve force shall be composed of individuals who have volunteered to join the organization and whose applications have been accepted. It shall be composed of not more than 10 members. The members will serve without compensation other than receiving an allowance for uniforms of $300.00 each six months.

Each applicant for membership in the police reserve force shall furnish satisfactory proof of good character, temperate habits, and physical ability to perform the duties of the position. Each applicant must have fulfilled the minimum training standards established by state law, and must have a certificate as a reserve certified law enforcement officer; provided, however, that while in training the applicants for appointment may ride as observers in patrol cars and perform such duties as dispatchers, radio operators, and other administrative police duties as the chief of police may prescribe.

The members of the police reserve force shall serve as peace officers during the actual discharge of official duties; they shall serve at the discretion of the chief of police and perform such duties as he may prescribe, and may be called into service at any time the chief of police considers it necessary to have additional officers to preserve the peace and enforce the law. The members may carry a weapon only when authorized by the chief of police and then only when discharging duties as a duly constituted peace officer.

Each member of the police reserve force shall take and subscribe to the official oath prescribed by the constitution of the state.

Each member of the reserve police force shall execute a release from any and all liability, actions, claims and damages arising from or resulting from property damage, personal injuries, or death sustained while acting within the scope of the duties of a volunteer police officer of the city police reserve force. Said release shall be prepared by the city attorney. A uniform allowance for these volunteer police officers may be provided by the council in each annual budget.
