Each applicant for membership in the police reserve force shall furnish satisfactory proof of good character, temperate habits, and physical ability to perform the duties of the position. Each applicant must have fulfilled the minimum training standards established by state law, and must have a certificate as a reserve certified law enforcement officer; provided, however, that while in training the applicants for appointment may ride as observers in patrol cars and perform such duties as dispatchers, radio operators, and other administrative police duties as the chief of police may prescribe.
