All public meetings, entertainments, tournaments, discussions, orations, non-denominational or inter-denominational services, or meetings of like kind involving ten or more people shall be prohibited except upon the obtaining of a permit as defined by these rules and regulations. No person shall interfere with the activities lawfully carried on by such permit holders. Permits for special events in parks, recreation areas, or elsewhere shall be obtained by application to the parks and recreation department in accordance with procedures established by the director of parks and recreation and approved by the city manager. The director may require and include in such permit the information and regulations deemed advisable in the public interest.

Issuance of a special event permit shall be based on the following findings:
(1) 
That the proposed activity or use will not unreasonably interfere with or detract from the general public’s enjoyment of the park;
(2) 
That the proposed activity or use will not unreasonably interfere with or detract from the promotion of public health, safety, or recreation;
(3) 
That the proposed activity or uses that are reasonably anticipated will not include violence, crime, disorderly conduct, or constitute a nuisance; and
(4) 
That the proposed activity or use will not entail extraordinary or burdensome expense or police operation by the city.

In accordance with guidelines established by the director of parks and recreation, an applicant for a permit may be required to submit evidence of liability insurance covering injuries to members of the general public arising from permitted activities. The required amount of liability insurance shall be determined by the director of parks and recreation. Such evidence of insurance must be provided prior to the issuance of any permit or the commencement of any activity.

At the time the parks and recreation department accepts the permit application, the applicant shall pay the required fee per the city’s fee schedule in appendix A of this code.

Permit holders shall be bound by all park rules and regulations and all applicable ordinances fully as though the same were inserted in said permits.

The director of parks and recreation shall have the authority to revoke a permit upon a finding of violation of any rule or ordinance or upon good cause shown.
