(a) 
The code official or authorized designee, who are/is charged with approval of site plans and/or site preparation permits, may require, the construction of tree protection, silt traps, mulching, temporary or permanent planting of areas exposed by grading, construction of diversions, channel linings, grade stabilization structures, and bank protection structures. All construction sites will have construction fencing to preclude workers from trespassing onto adjoining property and to contain debris and trash.
(b) 
Code official or authorized designee may require other acts and impose other limits and restraints which are deemed necessary and reasonable to prevent flooding, erosion, and damage to trees. The code official or authorized designee may also require the applicant to furnish technical information to substantiate the adequacy of erosion and/or flood control proposals.

(a) 
Construction operations, including the delivery of materials and equipment, which produce noise disturbances, are only permitted between the hours of 7:00 a.m. to 7:00 p.m. weekdays and 8:00 a.m. to 7:00 p.m. weekends.
(b) 
Construction requiring an early morning concrete pour will be required to notify and receive prior approval from the code official in the form of a condition on the building permit. The contractor will be required to notify the city police department, the building and development services department and residential properties within 200' of the date, hours of construction, a contact phone number, and the expected duration.

(a) 
Prior to issuance of a permit, no building material or construction equipment of any kind shall be placed or stored upon any lot. Such material shall be placed within the property lines of the lot on which the improvements are to be made. Construction equipment and materials may not be stored on any public street.

No tracked equipment with any kind of metal cleats or shoes will be driven on any hard surface city streets without adequate protection with tires or planking, etc.

A stabilized driveway, including proper size culvert and road base with 2" to 3" bull rock placed in the first 20 feet of the construction entrance, is required when vehicular access to the property is needed during construction. The ends of the culverts shall be protected from crushing.

The contractor shall verify in advance of proposed cuts or trenches in the street rights-of-way or public utility easements, and that utility lines in the immediate vicinity of the project have been identified and, if necessary, located and marked on the ground at the site. A separate utility development permit is required for excavation in the city’s right-of-way. (Refer to the city’s utility development ordinance, article 20.03.)

For all new construction, a portable chemical toilet must be placed on each site and not in the street right-of-way before any construction activity is begun. Toilets must be so located so the doors open into the lot on which the construction is taking place. Chemical toilets are required for all construction sites where use of another sanitary system is not available on the same lot at all times.

(a) 
It shall be the applicants responsibility to provide one commercial dumpster on each site prior to beginning any construction activity. It shall be the applicants responsibility during the construction that the receptacle be emptied promptly when it becomes full.
(b) 
Brush piles must be removed or mulched within 48 hours of cutting.
(c) 
The applicant shall collect, remove and place in an appropriate solid waste container all broken or discarded construction material from the construction site which has accumulated on the site or any adjacent public or private property. The applicant shall remove mud, soil, and stone deposits from city streets. No construction material shall be destroyed by burning in the city. Any materials resulting from the cleaning out of mixer trucks shall be deposited only within the boundary of the site being worked.
