(a) 
Each company required to obtain a solicitor's license pursuant to the city's solicitors ordinance shall pay an application fee of $200.00 at the beginning of each one-year period. Each person who is soliciting shall pay a $50.00 fee at the beginning of [the] one-year period.
(b) 
Permit fees are waived for those corporations created under section 501(C)(3) of the Internal Revenue Code.
