The carcass of any animal, dead of disease or other cause and not slaughtered for food, shall be removed and disposed of by the owner, if known, and, if not known, the owner of the premises where such animal is found, at his own expense, within 24 hours after such death, according to such methods as may be approved of by the health officer.
