No owner shall have a dog or cat, over four months of age, within the corporate limits of the city, for which dog or cat there is no valid license and tag issued by the city or a licensed veterinarian.

(a) 
All dog or cat licenses shall be issued by the animal control officer or any person designated by the animal control supervisor or designated representative upon payment of a license fee, as established by the city council, and presentation of a properly completed application for a license and a certificate from a licensed veterinarian showing that the dog or cat has been vaccinated for rabies within one year from the date application is made for such license. Application for a license shall be upon printed forms furnished by the city for such purpose and shall require the name and address of the owner and the name, breed, color and sex of the dog or cat.
(b) 
All such license shall be issued upon payment of the license fee as provided in appendix A of this code.

A dog or cat license may be issued through an authorized licensed veterinarian. The authorized licensed veterinarian may keep $1.00 for services rendered as established by the city council. The veterinarian shall keep accurate records for the licensing and shall provide the city animal control facility copies of such records.

The dog or cat license shall be valid for a period of one year from date of issuance.

The owner of a dog or cat shall provide and place on such dog or cat a collar or harness to which the license tag and vaccination tag required by this article shall be affixed, and the owner shall see that the collar and tags are at all times worn by the dog or cat outside the owner’s residence.

If a dog’s or cat’s tag is lost or destroyed, a duplicate will be issued by the animal control supervisor or designated representative upon presentation of the receipt showing the payment of the license fee for the current time, presentation of a certificate showing that the dog or cat has been vaccinated within one year of the date thereof and the payment of a fee as provided for in appendix A of this code for such duplicate.

Dog or cat tags shall not be transferable from one dog or cat to another. No refunds shall be made on any dog or cat license fee because of the death of a dog or cat or the owner leaving the city before the expiration of the license period.

Upon compliance by the owner of a dog or cat with the registration and licensing requirements of this division, the owner shall be issued a license certificate and a metallic tag for each dog or cat so licensed. The shape of the tag shall be changed every year and shall have stamped thereon the year for which it was issued and the number corresponding with the number on the certificate.
