(a) 
Required; application; fee.
No person shall move any building or structure, except portable storage buildings not greater than 12 feet in width and not greater than 24 feet in length, and not greater than 12 feet in height, over, across or along any street, public way or public place or across any lot line within the corporate limits of the city until a permit for such work has been issued by the building official. Written application for such permit shall be filed with the building official at least 24 hours prior to the actual moving of the structure. Said application shall contain a description of the building or structure to be moved, with the extreme dimensions of its width, length and height, its present location and proposed new location by lot, block, subdivision and street number. The fee for such permit shall be as prescribed in appendix A of this code.
(b) 
Conditions.
The following conditions must be met for all moving of buildings or structures:
(1) 
No building or structure shall be moved within the city limits from one location to another, nor shall any building or structure be moved from outside the city limits to within, unless such structure meets all applicable codes and has been approved by the building official.
(2) 
A deposit as provided for in appendix A of this code is required for each building or structure to be moved. This amount to be refunded if the following requirements are met:
(A) 
Water capped and meter removed.
(B) 
Sewer capped with concrete at the property line and the location noted on the permit.
(C) 
All debris, weeds and other objects shall be removed from the lot and it shall be left in a sanitary state.

The time during which a building is to be moved and the route to be taken shall be designated by the police department and the person responsible for the move shall not deviate therefrom.

Before the moving of a building is commenced, it shall be the duty of the permit holder to give notice of the move to all companies maintaining overhead wires across or along any street or alley included in the designated route and to secure written clearance from such companies. If it is necessary to temporarily move any such wires to accommodate the moving of the building, the same shall be at the expense of the building mover, if the wires are 18 feet above the right-of-way. If the wires are less than 18 feet above the right-of-way, they shall be moved at the expense of the utility company. The shortest measurement between the overhead wire and the center point of the right-of-way shall be used for the purposes of this article.

No person shall move a building or structure across or along any street, public way or public place within the city unless accompanied by police escort, if required by the police department.

If it becomes temporarily necessary to leave a building or structure on public property, there shall be placed around the building or structure, and all equipment being used to move it, red lanterns, flares or other warning devices. Any building or structure which occupies or moves along or across any portion of public property after sundown shall have sufficient lights and flares continually burning for the protection of the public.

This article shall not apply to the movement of oversized equipment or buildings or structures of a temporary nature, when such equipment, buildings or structures are within the legal road limit as required by state statutes.
