Words and phrases used in this chapter shall have the same meanings ascribed to them in the Rules of the Road, V.T.C.A., Transportation Code ch. 541 et seq.

The city council is hereby empowered, by resolution, to make and enforce regulations necessary to make effective the provisions of this chapter and to make and enforce temporary traffic regulations to cover emergency or special conditions.

It shall be the duty of the police department to enforce the provisions of this chapter and all state laws regulating traffic which are applicable within the city. Officers of the police department are hereby authorized to direct all traffic, by voice, hand or signal, in conformance with the provisions of this chapter and state traffic laws; provided that, in the event of a fire or other emergency or to expedite traffic or safeguard pedestrians, officers of the police department or fire department may direct traffic as conditions may require, notwithstanding the provisions of this chapter or state traffic laws.

No person shall willfully fail or refuse to comply with any lawful order or direction of any police or fire department officer invested by this chapter or state law with authority to direct, control or regulate traffic.

(a) 
Location and placement.
The city council does hereby delegate to a committee composed of the city manager, the director of public works and the chief of police to locate, relocate, and/or install traffic devices, signals or signs at any location within the city limits that the majority of such committee may consider appropriate to control traffic by directing that such signs, signals or devices be installed to regulate intersections, with either stop signals, yield signs, or traffic lights at such intersections. The recommendation of any two of the three above-named parties shall authorize the removal, installation and placement of such traffic signals, signs or devices, and same shall be considered for all purposes as if such act was directed by the city council.
(b) 
Ratification of existing devices.
All traffic-control signs, markings, signals and other devices heretofore placed or erected by any officer or employee of the city for the purpose of regulating, warning or guiding traffic, and existing and in place on the date of the adoption of the ordinance from which this section is derived, are hereby approved, confirmed and ratified by the city council and the same shall be deemed to be official traffic-control devices.
(c) 
Manual and specifications.
All traffic-control devices including signs, signals and markings (pavement and/or curb) installed or used for the purpose of directing and controlling traffic within the city shall conform with the manual and specifications adopted by the state transportation commission as provided in V.T.C.A., Transportation Code, section 544.001. All signs, signals and markings erected or used by the city must conform to the manual and specifications adopted under V.T.C.A., Transportation Code, section 544.001. All existing traffic-control devices and those erected in the future by the city being consistent with the manual and specifications, state law and this section shall be official traffic-control devices.

No person upon roller skates or riding in or by means of any coaster, toy vehicle or similar device shall go upon any roadway, except while crossing a street on a crosswalk, and when so crossing such person shall be granted all of the rights and shall be subject to all of the duties applicable to pedestrians. This section shall not apply upon any street while set aside as a play street as authorized by ordinances of the city.

No sign, fence, wall, hedge, shrub planting or other object which obstructs sight lines shall be placed or permitted to remain on any corner lot, as measured in section 1.09.010. No tree shall be permitted to remain within such distances of such intersection unless the foliage line is maintained at sufficient height to prevent obstruction of such sight lines.

(a) 
Prohibited acts.
It shall be unlawful for any person to operate a motor vehicle or a boat on a flooded street, highway, alley, or parking lot, whether publicly or privately owned, in such manner as to increase the level of floodwaters to a level which causes, or could be reasonably expected to cause, damage to other vehicles, adjacent real property, or improvements located on adjacent real property.
(b) 
Exemption.
Operation of vehicles utilized by government agencies and rescue craft while on official business shall be exempt from the provisions of this section.
