Except as otherwise may be provided herein, it shall be unlawful
for any person to make any excavation or opening in any street of
the city without first having obtained a permit to do so.

The application for a permit to make any excavation or opening
of a city street shall be made to the city engineer, mayor or any
other person authorized by the mayor and state clearly the name of
the street in which it is proposed to make such opening, the exact
location in said street in which it is proposed to make an opening
or excavation, the purpose of making the opening, and the name of
the person who proposes to make such excavation or opening.

All the work of excavating or making an opening in a city street
shall at all times be under the supervision of the city engineer,
mayor or other person authorized by the mayor.

The excavation or cut in the city street shall be made in the
manner prescribed by the following drawing or in such a manner as
shall be directed by the city engineer, mayor or other person authorized
by the mayor. This article shall not be considered to have been complied
with until the city engineer, mayor or other person authorized by
the mayor shall have accepted the street as being in good condition.

Routine or normal repair work and construction performed by
the city or by city contractors shall be excluded from compliance
with the provisions of this article unless otherwise directed by the
city engineer, mayor or other person authorized by the mayor.

Any person who shall violate any of the provisions of this article shall be deemed guilty of a misdemeanor and upon conviction thereof shall be punished by a fine in accordance with the general penalty provided in section
1.01.009 of this code.
