There is hereby created a housing authority of the city. The
housing authority shall be governed by a five (5) member commission
appointed by the mayor and approved by the city council to serve two
(2) year terms, with the exception of one to serve one year. Places
1 and 2 shall be appointed for terms ending in even-numbered years;
places 3 and 4 shall be appointed for terms ending in odd-numbered
years; and place 5 shall be filled by a resident of the housing and
shall be a one-year term. The resident term can run consecutively,
but no more than two (2) one-year terms. All terms shall expire in
the month of December of their designated year. All other members
(places 1, 2, 3, 4) shall only serve two (2), two-year terms (4 years)
consecutively. The housing authority shall have such powers as prescribed
by the housing authority law of the state.
