Every owner of a dog or cat over four (4) months of age shall
have such animal vaccinated against rabies. All such dogs or cats
shall be revaccinated at three (3) year intervals thereafter. If an
unvaccinated dog or cat inflicts a bite or scratch or otherwise attacks
any person within the city limits, a rabies vaccine shall not be administered
to the dog or cat until that animal is released from quarantine.
Concurrent with the issuance of the rabies vaccination, the
owner of the dog or cat shall cause to be attached at all times to
the collar of the vaccinated animal a metal tag, serially numbered
to correspond with the vaccination certificate number and bearing
the year of issuance.
All dogs and cats four (4) months of age or older which are
kept, harbored or maintained within the city limits shall be licensed
with the city. The license tax required by this article shall be paid
to the tax collector. The fee, which is listed on file in the office
of the city secretary, is good for one (1) year after date of purchase
and must be renewed annually.
Upon payment of the license fee, it shall be the duty of the
city secretary or assignee to furnish the owner of such animal a metal
tag with the year for which same is paid and the serial number of
the tag. Such tag shall at all times be securely attached to a collar
around the neck of the animal. In case a tag is lost, a replacement
tag may be obtained from the city for the fee as set by city resolution.
Tags shall not be transferable from one animal to another, and no
refunds shall be made.
An official animal control officer shall be appointed by the
chief of police for the purposes of discharging the duties imposed
by this article and to enforce its provisions, to demand the exhibition
by the owner of such animal of the license for such animal in accordance
with the provisions of this article, [and] to [conduct] random city-wide
canvassing and checks for compliance with this article. The owner
of this animal is required to produce the license and vaccination
information for each animal in his ownership upon demand by an animal
control officer or peace officer.
Failure to produce the license and vaccination of an animal,
as required by city ordinance, will result in a fine set by the adoption
of the municipal court fines.
