(a) 
Animals owned or harbored in violation of the city Code of Ordinances or law of the state shall be taken into custody by an animal control officer or other peace officer.
(b) 
Owners of impounded pets are required to pay all fees related to the impoundment as set in this article.
The owner of any dog or cat that is impounded as aforesaid shall have the right to redeem same upon payment to the animal control officer or other designated authority of all fees due as stated in the schedule of fees as kept on file in the office of the city secretary. The owner/harborer
must provide proof of a current rabies vaccination and city license. If the paid animal is not currently vaccinated/city licensed, the owner/harborer will pay for these licenses in addition to impound fees before said animal is released.
(a) 
All dogs and cats impounded by animal control or brought to the animal shelter by a person other than the harborer or owner of that [animal] shall be held for a minimum of five (5) days during which time period the owner may present proof of ownership at the shelter. After paying all applicable fees, the owner may reclaim the dog/cat. In the event that the dog/cat is not claimed after five (5) days in the shelter, that dog/cat shall become the property of the city.
(b) 
All animals surrendered by the owner/harborer to animal control shall become property of the city immediately upon completion of the owner/harborer surrender form.
(c) 
All dogs/cats impounded by animal control wearing traceable identification shall be held in the shelter for a minimum of five (5) days, during which time animal control will notify the owner from the source who issued the tag. If the owner cannot be reached readily by telephone, written notification shall be mailed to the address if one is available. If the owner/harborer does not come forward to claim the dog/cat, the animal shall become the property of the city on the sixth (6th) day of impoundment.
An impounded dog or cat which is not claimed and redeemed by an owner within the seventy-two (72) hours following its impoundment may be adopted by any person for a fee as set forth in section 2.03.002. The person adopting the animal shall be provided a list of fees related to the adoption prior to the agreement being signed.
(a) 
It shall be unlawful for any person to remove or allow to escape from any place of confinement any dog or cat which has been confined as authorized, without the consent of the impounding agency.
(b) 
It shall be unlawful for any person to interfere or attempt to interfere with the animal control officer or to interfere or attempt to interfere with any person acting for the city in the taking up and impounding of animals in the city.
